I thought that dwarves were a subset of midgets.
A midget is just a very short or small person - dwarfism is a medical condition that causes a person to be very short.
It depends on how a person is proportioned. Someone with dwarfism might very well have body parts that are like those of someone with average stature. Someone who is merely small might just be small all over.
So there isn't an either or answer. All dwarves are midgets, but not all midgets are dwarves. However, if you are separating them for the purposes of this question into categories of midgets who have dwarfism and midgets who do not, the former would likely be the bearers of larger dongs.
The only way to find out for sure is to do a comprehensive survey. You're just going to have to ask them.

Actually midget is a term PT Barnum came up with for dwarfs he thought looked more "normal". A lot of dwarfs get offended by the term.
